The Kobe Fashion Museum opened in 1997 as the first museum in Japan dedicated entirely to fashion, and its existence reflects Kobe's historical position as one of the first Japanese ports opened to Western trade in the 1860s — making the city a natural entry point for Western fashion influences that shaped modern Japanese clothing culture. The permanent collection spans roughly 300 years of fashion history, with both Western and Japanese garments, accessories, and textiles presented in thematic exhibitions that rotate throughout the year.

The museum's textile library is a distinctive resource: over 10,000 fabric samples catalogued and available for study, making it a practical destination for designers and fashion students as well as general visitors. The Rokko Island location is slightly removed from central Kobe (about 15 minutes by Liner train), but the museum pairs well with a visit to the nearby Kobe Port area or the Rokko mountain cable car.
